      PLEASE TAKE NOTICE that the County of Orange, as Lead Agency, will be holding a public scoping session to provide an opportunity for public input on the draft Scoping Document for the Orange County Sewer District No. 1 Harriman Wastewater Treatment Plant Capacity Expansion on Thursday, September 3, 2020, at 2:00 p.m. or as soon thereafter as the matter can be heard at the Orange County Government Center, Legislative Chambers, 3rd Floor, 255 Main Street, Goshen, New York 10924 and/or via videoconferencing.  This document and a complete copy of the scoping documents is available on the Orange County website at: https://www.orangecountygov.com/437/Orange-County-Sewer-District-Number-1  

      The Legislature is proposing the following action at the Harriman Wastewater Treatment Plant:  improvements to extend the longevity of the existing systems and expand capacity to 9.0 MGD.  Improvements include new mechanical screening, vortex grit unit and flow splitter with odor control housed in a new building constructed adjacent to the existing headworks building.  A new chemical feed and backwash filter pump buildings will be constructed.  Trains 1 and 2 will be converted to sequencing batch reactors (SBR) capable of treating a 7.0 MGD while Train 3 will be subject to aeration basin upgrades to remain at 2.0 MGD for a total of 9.0 MGD.  Existing Train ½ tertiary treatment will be upgraded as needed to meet regulatory requirements.  Existing structures will be demolished or re-purposed as necessary to provide facilities necessary to meet regulatory requirements.  Modifications to the sludge holding tanks will be conducted to add blowers, aeration piping, course bubble diffusers, tank covers, sludge pumps and odor control.  Chlorine contact, post aeration, SCADA and appurtenant upgrades will be conducted.  In addition, the project may include upgrades to the main building supply air, odor control and HVAC improvements; remote pump station replacement; decommissioning of several collection system pump stations, magnesium hydroxide chemical feed/mixing system; Train 1 air supply line rehabilitation; misc. concrete work; MCC1 switch gear and Train 1 secondary weir replacement and Train 1 and 3 secondary covers.  

      The County Legislature, will hold a public scoping session at the Legislative Chambers, unless the Governor’s Executive Order 202.1 allowing public meetings to be held remotely by conference call or similar service is extended, in which case the Legislature may hold the public scoping session via videoconferencing in order to ensure compliance with all applicable social distancing and public assemble limitations.  To the extent the public scoping session is held at the Legislative Chambers, all persons attending will be required to wear a mask and to have their temperature taken for admission.

      The undersigned Commissioner of Public Works of the County of Orange does hereby close all that portion of Carboy Road (a town road) in the Town of Mount Hope, Orange County, New York.  BEGINNING at a point approximately 470 feet east of the intersection of Carboy Road and Shoddy Hollow Road and runs THENCE in a easterly direction along said Carboy Road approximately 120 feet (0.02 miles) for the purpose of allowing the Orange County Department of Public Works, its agents or contractors, to excavate, repair, pave and do all such work as required in connection with the “Bridge Replacement of Orange Spring Bridge” on Carboy Road. Said closing being effective by the conspicuous posting of “Road Closed” signs on or about August 17, 2020.

      Said county road will be closed to all through traffic for a period of approximately Ninety (90) days in accordance with the provisions of Section 104 of the Highway Law.  Appropriate traffic control devices, in accordance with the provisions of the National Manual of Uniform Traffic Control Devices (MUTCD), and the New York State Supplement, will be in place and detour routes will be prominently marked.  In the case of inclement weather or other unforeseen problems, this period of time may be extended as needed.

      Normal through traffic using this portion of Carboy Road should use alternate routes or signed detour routing that will utilize Shoddy Hollow Road, County Road 18 (New Vernon Rd.) and Schoolhouse Road.

NOTICE OF ADOPTION OF LOCAL LAW

      NOTICE IS HEREBY GIVEN that the County Legislature of the County of Orange on the 2nd day of July, 2020, passed Local Law Introductory No. 11 of 2020, entitled, “A local law Relating To The Sale Of Certain County Real Property Known As The “Grand Street Properties”; Authorizing Consideration of Offers Other than in Response to Advertisement; and Authorizing the Sale(s) of such Property or Properties to other than the Highest Responsible Bidder” that the County Executive of Orange County approved such local law on July 31, 2020, said date of July 31, 2020 being the date of adoption thereof.

      The following is a summary of said Local Law Introductory No. 11 of 2020:

      The purposes of this Local Law are: 1) to effectuate the sale of some or all of certain property owned by the County of Orange, known and referred to as the Grand Street Properties, located in the City of Newburgh, New York, and more particularly described in Schedule “A” attached hereto (“the Property”); 2) to preserve and protect the interests of the residents of the County and the City of Newburgh and ensure the maximum extent that the development of the property occurs in a responsible manner consistent with the needs and goals of the community and the County and; 3) to supersede that provisions of the New York State County Law Section 215(6) that provides that property not needed for County purposes be sold only to the highest responsible bidder after advertisement.  The effect of this enactment will be to allow the sale of the property (or portions thereof) and for the same to be sold at fair market value to the party making the offer deemed in the County’s best interests by the County Legislature.

      The Property or portions thereof, shall be sold for fair and adequate consideration to the party or parties presenting the offer(s) deemed in the best interests of the County by Resolution of the County Legislature. Sale to a party or sale to parties making the highest bid is not required.  

      This local law provides for the reservation of easements or portions of said property set forth in Schedule “A” and authorizes the County Executive to make such reservations and to take any steps necessary to authorize the conveyance of the property or portions thereof prior to the passage of any final resolution of the Legislature approving any sale of the Property or portion thereof.

      This local law shall supersede New York State County Law Section 215(6) to the extent that it is inconsistent therewith.

      The proceeds of any such sale shall be first utilized in a manner approved by the County Attorney in consultation with bond counsel to retire any debt associated with the County’s initial acquisition of the property sold and second shall be deposited into an account designated by the County Finance Commissioner for general County expenses.

      This local law shall take effect as provided by the New York State Municipal Home Rule Law, and upon completion of the requisite filings and procedures.

NOTICE OF PUBLIC HEARING

ON LOCAL LAW

      PUBLIC NOTICE IS HEREBY GIVEN that there has been presented to the County Executive of the County of Orange on July 6, 2020, a Local Law, a summary of which reads as follows:

      Local Law Introductory No. 11 of 2020, entitled “a local law Relating To The Sale Of Certain County Real Property Known As The “Grand Street Properties”; Authorizing Consideration of Offers Other than in Response to Advertisement; and Authorizing the Sale(s) of such Property or Properties to other than the Highest Responsible Bidder.”

      The purposes of this Local Law are: 1) to effectuate the sale of some or all of certain property owned by the County of Orange, known and referred to as the Grand Street Properties, located in the City of Newburgh, New York, and more particularly described in Schedule “A” attached hereto (“the Property”); 2) to preserve and protect the interests of the residents of the County and the City of Newburgh and ensure the maximum extent that the development of the property occurs in a responsible manner consistent with the needs and goals of the community and the County and; 3) to supersede that provisions of the New York State County Law Section 215(6) that provides that property not needed for County purposes be sold only to the highest responsible bidder after advertisement.  The effect of this enactment will be to allow the sale of the property (or portions thereof) and for the same to be sold at fair market value to the party making the offer deemed in the County’s best interests by the County Legislature.

      The Property or portions thereof, shall be sold for fair and adequate consideration to the party or parties presenting the offer(s) deemed in the best interests of the County by Resolution of the County Legislature. Sale to a party or sale to parties making the highest bid is not required.  

      This local law provides for the reservation of easements or portions of said property set forth in Schedule “A” and authorizes the County Executive to make such reservations and to take any steps necessary to authorize the conveyance of the Property or portions thereof prior to the passage of any final resolution of the Legislature approving any sale of the Property or portion thereof.

      This local law shall supersede New York State County Law Section 215(6) to the extent that it is inconsistent therewith.

      The proceeds of any such sale shall be first utilized in a manner approved by the County Attorney in consultation with bond counsel to retire any debt associated with  the County’s initial acquisition of the Property sold and second shall be deposited into an account designated by the County Finance Commissioner for general County expenses.

      This local law shall take effect as provided by the New York State Municipal Home Rule Law, and upon completion of the requisite filings and procedures.

ROAD CLOSING NOTICE

CRAIGVILLE ROAD

(COUNTY ROAD 51)

TOWN OF BLOOMING GROVE

COUNTY OF ORANGE

      The undersigned Commissioner of Public Works of the County of Orange does hereby close all that portion of County Road 51 (Craigville Rd.) in the Town of Blooming Grove, Orange County, New York.  BEGINNING at a point approximately 1,350 feet (0.3 mile) north of the intersection of County Road 51 (Craigville Rd.) and Prospect Road and runs THENCE in a northerly direction along said County Road 51 (Craigville Rd.) approximately 200 feet (0.04 miles) for the purpose of allowing the Orange County Department of Public Works, its agents or contractors, to excavate, repair, pave and do all such work as required in connection with the “Replacement of Culvert on County Road 51” on said County Road. Said closing being effective by the conspicuous posting of “Road Closed” signs on or about July 13, 2020.

      Said county road will be closed to all through traffic for a period of approximately Twenty-one (21) days in accordance with the provisions of Section 104 of the Highway Law.  Appropriate traffic control devices, in accordance with the provisions of the National Manual of Uniform Traffic Control Devices (MUTCD), and the New York State Supplement, will be in place and detour routes will be prominently marked.  In the case of inclement weather or other unforeseen problems, this period of time may be extended as needed.

      Normal through traffic using this portion of County Road 51 (Craigville Rd.) should use alternate routes or signed detour routing that will utilize NYS Rte. 17M, Main Street and NYS Rte. 94.
